The British Ambassador will proceed

In fact,

to Hong Kong tomorrow by the s.s. Empress of Russia. I

shall also accompany him. The report saying that Japan has

attained Britain's understanding as regards the former's

attack on South China, is absolutely unfounded.

Japan did not notify the British Government until after her

attack on Bias Bay. The British Ambassador had received

instructions from London, telling him to proceed to Hankow

and make enquiries about the Chinese Government's view

towards peace and war before any decision is made. I shall

report the rest to you personally.
